TechSverige launches manifesto to make Sweden tech-safe

TechSverige is now launching Techsäkra Sverige (Tech-Safe Sweden), a manifesto with reform proposals for a more competitive, secure, and digital Sweden ahead of the 2026 election. The manifesto brings together four areas of reform where tech plays a crucial role for Sweden's future. First up is Det digitala folkhemmet (The Digital Welfare State) – a reform to strengthen digital skills and security across the entire population.

Sweden is heading to the polls at a time marked by rapid technological development, geopolitical uncertainty, and intensifying global competition. At the same time, digital technology is having an increasing impact on people's everyday lives, welfare, corporate competitiveness, and societal security.

We want Sweden to be tech-savvy, but also accurate. It's about targeting the right reforms and investments so that Sweden can stand strong in a new era.

Against this backdrop, TechSverige is now launching Techsäkra Sverige (Tech-Safe Sweden) – a comprehensive agenda with reform proposals on how Sweden can better leverage the opportunities offered by technology for jobs, welfare, security, and growth.

Sweden's prosperity has grown out of major technological shifts. From forestry and steel to electricity and telecommunications. When the internet took off, Sweden was an early adopter of broadband expansion and reforms such as the home PC initiative. This contributed to a high level of digital maturity in society and laid the foundation for a generation of tech entrepreneurs and global companies, says Åsa Zetterberg, CEO of TechSverige.

We are now facing a new technological shift, where digitalization and AI are rapidly changing working life, welfare, and competitiveness.

"The question is not whether technology will change society, but whether we have the courage, pace, and ability to collaborate to change at the pace required. The winners will be those who take action, who build the best capacity to seize opportunities and manage challenges—to be part of creating the future. With our manifesto, we want to show what reforms are needed for Sweden to remain strong in this technological shift, says Åsa Zetterberg.

The manifesto brings together four areas of reform:

  • a digital welfare state for skills and inclusion,
  • a tech line for jobs and growth,
  • A national boost for technology, education, and healthcare
  • A digital neighborhood watch for safety and preparedness.

First up is the Digital Welfare State reform – a comprehensive skills initiative to strengthen digital competence across the entire population. The reform is based on a broad coalition in which the business community, the education system, study associations, and civil society are working together to prepare more people for an increasingly digital society.

The launch coincides with the premiere of TechSweden's new podcast Techsäkra Sverige (Tech-safe Sweden), where politicians and social actors are invited to discuss the way forward to strengthen Sweden's competitiveness, welfare, and security in an era of rapid technological development.

The premiere episode will be broadcast as a live podcast with Jessica Rosencrantz (M), Minister for EU Affairs, and Ardalan Shekarabi (S), spokesperson for labor market policy. The conversation will be moderated by Åsa Zetterberg, CEO of TechSverige.

In the visual expression of Techsäkra Sverige, TechSverige ties in with previous eras of social development where major reforms have shaped Sweden's development. The aim is to show that tech is a key part of Sweden's next social development.

With our manifesto, we want to show what reforms are needed for Sweden to remain strong in this technological shift.

"We want Sweden to be tech-savvy, but also accurate. It's about targeting the right reforms and investments so that Sweden can stand strong in a new era," says Åsa Zetterberg.
