IT&Telecom companies' views on the government memorandum Cheaper expansion of broadband networks

The memorandum Cheaper expansion of broadband networks (N2015/2228/ITP) was received from the Ministry of Enterprise and Innovation.

The new legislation affects many different types of businesses, in addition to broadband developers. Activities with completely different purposes and objectives than achieving a well-developed digital infrastructure. IT&Telekomföretagen believes that it is positive that other actors also contribute to this socially important infrastructure being put in place in a more cost-effective way. The expansion of the digital infrastructure will benefit the whole of society and it is therefore important that other activities also contribute. However, the fact that these organizations have different aims and objectives than the broadband developers entails a great risk of disputes between different actors.

In order to achieve the purpose of the EU Directive and avoid disputes as far as possible, it is therefore important that the new legislation is clear. IT&Telecom companies believe that the government's proposal lacks the necessary clarity in some areas.

Memorandum Cheaper rollout of broadband networks

Memorandum proposing the implementation of Directive 2014/61/EU of the European Parliament and of the Council of 15 May 2014 on measures to reduce the cost of deploying high-speed electronic communications networks. The directive aims to reduce the costs of deploying networks for both fixed and wireless broadband. This is done by using existing physical infrastructure for deployment, through increased coordination of construction projects and by equipping buildings with infrastructure to facilitate the installation of broadband. The memorandum proposes the introduction of a new act, the Act on Measures for Cheaper Deployment of Broadband Networks. It also proposes amendments to the Roads Act, the Right of Way Act, the Electronic Communications Act and the Planning and Building Act.
