PTS proposal to amend Section 9 of the Swedish Post and Telecom Agency's regulations (PTSFS 2008:1) on spectrum auctions

IT&Telekomföretagen has been given the opportunity to respond to the submitted reply to public consultation. The Swedish Post and Telecom Agency (PTS) has produced a proposal for amended regulations (PTSFS 2008:1, most recently amended by PTSFS 2010:51) on spectrum auctions (the auction regulations).

PTS proposes that Section 9 of the current auction regulations be amended so that the requirement that the lowest bid taken into account is SEK 1 is removed in auctions with bidding in a bidding round. Instead, the minimum bid will be stated in the decision to limit the number of licenses and issue a general invitation. The same conditions already apply today for auctions with multiple bidding rounds and the proposal aims to create similar rules regarding minimum bids regardless of the auction form.
