IT&Telekomföretagen has been given the opportunity to respond to the referral. The memorandum proposes a new law on electronic invoices in public procurement. The Act implements Directive 2014/55/EU of the European Parliament and of the Council of April 16, 2014 on electronic invoicing in public procurement. The regulation in the directive means that it will be mandatory for contracting authorities and entities to accept electronic invoices in formats that comply with the new European standard that will be developed under the directive.

IT&Telecom companies have responded to the consultation.

IT&Telecom companies would like to express strong support for the proposal to require electronic invoices in public procurement. The time is ripe technologically and digitalization in this area is also important. The reason why the government should establish formats that comply with the European standard is that this is probably the only way to agree on format and syntax. Otherwise, there is a risk that competing standards on the market will work against the widespread use of electronic invoicing, both in the public and private sectors.
