Consultation response: The transforming power of digitalization - choices for the future, SOU 2015:91
IT&Telekomföretagen has submitted a consultation response. In summary, IT & Telecom companies think that the report is generally very good and support several of the proposals and make some comments.
Chapter 3 The transformative power of digitalization
The Commission has done a very good job of identifying the external factors that affect society in various ways and that should be taken into account when designing policy initiatives related to digitization.
However, as the analysis also points out, globalization is a strong development trend that increasingly integrates countries by making markets for investment, goods and services and labour global. As a result, Sweden can no longer (longer) look after its own development, but must take account of and also to some extent interact with neighboring countries, the EU and the rest of the world. It would therefore be desirable for the analysis to include more comparisons - in all areas - with other countries and their experiences and development over time.
We also wish to emphasize and partially develop some elements of the analysis that we consider particularly urgent for policy to address.

"The digital society and digital economy are already here. Digitization means that digital communication and interaction between people, businesses and things is becoming self-evident. It changes how we do things, how we experience things, how we approach tasks and how we find solutions. The use of new technologies is changing the conditions for businesses and the public sector, for working life and education, and for trust and social cohesion in society. Digitization is transforming the most important aspects of society - growth and sustainability, welfare and equality, security and democracy.
The Digitization Commission has identified six strategic areas and made proposals within these that can initially contribute to the work that should be carried out. The report is based on the areas that are strategic for the state and for the national level. Sweden urgently needs to make strategic choices to ensure a successful digital transformation. This requires a holistic approach and a long-term perspective, both in collaboration and in priorities.
Mission and starting points
The Digitization Commission is tasked with promoting the IT policy goal - that Sweden should be the best in the world at using the opportunities of digitization. The commission's remit includes conducting a business environment analysis, identifying strategic areas that should be taken into account in digitalization policy, investigating the need for promotion at national level, and following up the work on the regional digital agendas. The commission has also made proposals in the strategic areas."
