Barriers to broadband deployment identified
Sweden has an advanced electronic infrastructure, but global competition means that we must continuously expand coverage, capacity and functionality. In its broadband strategy, the government has also formulated targets for broadband expansion in the country. To identify obstacles to realizing the strategy, the government has appointed a working group within the framework of the Broadband Forum, in which IT&Telecom companies have participated. The group has now submitted its final report.
There has been great interest and commitment to the questions the working group has had to answer. There has been a positive and open dialog and very good cooperation in the group.
The barriers identified have been grouped into seven main areas:
1. Unpredictable market conditions due to regulatory uncertainty
2. shortcomings in spectrum availability and spectrum allocation conditions
3. municipal actions that discourage competition, supply and infrastructure deployment
4. Existing infrastructure is not used efficiently
5. Unfavorable conditions for, and rights to, build new physical infrastructure
6. weaknesses in the contractual process for land access
7. Insufficient incentives in economically disadvantaged areas
The group has now completed its work and is looking forward to continuing its work. The next step is for the Broadband Forum's steering group to decide how to proceed with the work. IT&Telecom companies will do what we can to help remove obstacles to broadband expansion so that the goals of the government's broadband strategy are achieved. The Broadband Forum is an important tool for achieving these goals.
