New Report: Six Proposals for a More Resilient Digital Nordic Region
In light of the changing security landscape, the Nordic region needs to strengthen its cooperation on digital security and resilience. In the report *A Call for Nordic Digital Resilience*, the leading tech industry organizations in Sweden, Finland, Norway, and Denmark present six recommendations on how Nordic cooperation can be strengthened.
The recommendations in *A Call for Nordic Digital Resilience* were developed by TechSverige in collaboration with its sister organizations FiCom in Finland, IT-Branchen in Denmark, and TEK Norway.
The Nordic countries are already closely interconnected through digital infrastructure, communication networks, and a shared digital ecosystem. The report highlights several areas where deeper cooperation can strengthen digital resilience, improve the handling of cyber incidents, and create better conditions for protecting critical digital infrastructure. It also emphasizes the importance of close cooperation between government agencies and the private sector to strengthen preparedness and the protection of digital infrastructure.
– Digital resilience is a strategic issue for the entire Nordic region, and I would say that the Nordic region is uniquely positioned to become the most resilient digital region in the world. We share values, are closely interconnected, and enjoy a high level of trust between our countries. As our societies become increasingly connected and digital, we also need to strengthen our cooperation on digital infrastructure and cybersecurity. This benefits security, preparedness, and the Nordic region’s competitiveness,” says Åsa Zetterberg, CEO of TechSverige.
Six Recommendations for a More Resilient Nordic Region
The report highlights six areas where the Nordic countries need to strengthen their cooperation:
- develop more effective regulatory frameworks for digital infrastructure
- Pan-Nordic security clearance system
- create better conditions for the cross-border operation and management of digital infrastructure
- strengthen coordination regarding supply chains for critical technologies
- develop information sharing and collaboration regarding cyber threats and incident response
- conduct more joint Nordic cyber and emergency preparedness exercises.
The report highlights the need to make it easier for security-cleared personnel to contribute across national borders when critical digital infrastructure needs to be protected, maintained, or restored.
“The digital infrastructure already functions as a Nordic ecosystem, but regulations and working methods don’t always keep pace. We need to make it easier for security-cleared personnel to work across borders, share information more quickly, and be able to act jointly in the event of cyberattacks and other disruptions. That’s how we build true digital resilience,” says Åsa Zetterberg.

The report *A Call for Nordic Digital Resilience* was produced as part of the Joint Nordic Initiative for Digital Resilience—a collaboration between TechSverige, FiCom in Finland, IT-Branchen in Denmark, and TEK Norge in Norway.
