Efficient IT operations in government
In spring 2012, IT & Telecom companies participated in a reference group within the framework of the E-delegation's investigation "Efficient IT operations within the state". The project group, which was led by the Swedish Social Insurance Agency, submitted its report to the E-delegation in May and it was published in early September.
The report sets out two alternative policy options:
- Mandatory competitive tendering. The proposal is for the government to oblige the authorities to put IT operations out to tender. The solution is based on a combination of outsourcing and in-house IT operations.
- Central government concentration. The proposal means that the government decides that IT operations are to be concentrated in a single authority, which in turn is required to put its performance out to competition. The solution is based on the application of the Shared Service Center model in combination with outsourcing.
The Delegation points out that they have not been able to finalize the report but will analyse it further in autumn 2012.
