Challenging issues for the Cash Council

The Cashier's Council has not met since 2019 due to Corona. However, developments in the retail sector regarding ways of shopping and paying have not stood still. At the last meeting, two issues in particular were raised.

One that has become hot is the distinction between cash and distance selling. The Council has highlighted the problem of traders not knowing which set of rules to follow, for example when purchases are made by mobile phone.

The cash register regulations are fairly strict, while distance selling is not really subject to specific rules. This problem is highlighted by Amazon's entry into the Swedish market. Following the Council's comments, the Swedish Tax Agency has promised to provide clarification.

The second issue relates to the whole development in commerce with various forms of digital payments, web-shops and web-based checkouts, which means that the cash register regulations need to be renewed. The current one is very focused on cash payments. The Council has communicated a concept paper to the Swedish Tax Agency. It is reported that a project group will be set up at the Ministry of Finance for this major issue. The Council hopes to be invited to participate in this work.
