The Council for Payment and Cash Systems has restarted in 2022 after covid. During the fall, discussions were held with the Swedish Tax Agency on the standard for digital receipts. In addition, a reply to public consultation on requirements for payment service companies has been answered. A physical meeting is planned for the fall.

The referrals that have been incorporated into new regulations:

  • Standard export of the cash register journal

According to the transitional provisions, cash registers without a standard export function may be manufacturer-declared until December 31, 2022. These may be used, by those subject to the requirement for manufacturer-declared cash registers, until December 31, 2026.

  • Server-based control systems

The certification procedure is complete and a number of operators are implementing control systems.

Current projects under discussion:

  • Clarification of when distance selling or spot trading applies

This is essential, not least for the restaurant industry. The Swedish Tax Agency will produce a clarification that the industry will be asked to comment on. A statement is available under the link below.

  • Renewed cash register regulations

There is a need to adapt the cash register regulations to the current situation on the market with new payment methods and the reduced use of cash. The Swedish Tax Agency will start work on this. The Council expressed that cooperation on this is desirable.
