On March 18th, IT&Telekomföretagen invited to a discussion regarding the inquiry on welfare technology in elderly care(S 2018:11). Participants were Peter Larsson, special investigator, Catharina Borgenstierna, CEO of Camanio and Mårten Lindskog, strategist, Elderly Administration, City of Stockholm.

The inquiry has been tasked with proposing measures to facilitate the wider use of welfare technology in elderly care by removing various obstacles. The special investigator Peter Larsson submitted the report The technology of the future in the service of care to the Minister for Social Affairs Lena Hallengren, on March 11 (2020).

After the meeting at IT&Telekomföretagen, the report was sent out for a reply to public consultation, reply to public consultation we are now working on. IT&Telecom companies are convinced that the government could already implement more of the measures proposed in the consultation.

Our views on the report on welfare technology in elderly care

We at IT&Telekomföretagen think that the report as such is well prepared and contains everything from infrastructure, standardization, legislation to real care cases.

Governance - We can see that money is distributed from the state in small portions that do not have an effect. Clearer and cohesive governance towards common goals is needed. The policy must create a regulatory framework for agreements between government, region and municipality.

Broaden the definition of welfare technology perhaps using our own.

Increased competence in digitalization and welfare technology. Groups such as care staff and assistance officers should be able to receive continuous further training in welfare technology. At the very least, provide opportunities for those who wish to continue their education. We also know that digitization of health and social care indirectly or directly affects working methods. Changing behaviors is not easy but should now during the corona pandemic be less controversial than before.

Create a new national development unit, development organization that is coherently tasked with working to develop skills development in welfare technology.

Practical applications, introducing new technologies to work on care issues remotely must be supported for organizations that want to get started.

Policy dimension - what is possible in the short term around upskilling, welfare technology
Infrastructure as a carrier of welfare technology services.
